Degraded performance in secondary regions

Between 710 UTC and 2205 UTC, a bug in error handling code caused ads for some customers to not properly start, stop, or balance. This issue only impacted customers that serve in secondary regions (regions outside of US-East-1) and only impacted balancing within those regions. This could have lead to over delivery or ads not starting as they should have for requests made outside of US-East-1. Ads serving within US-East-1 were not affected. Ads that were effected have been rebalanced, and are now serving as expected.
